About the event

Introduction

•States and International Organisations(EU) are increasingly delegating policing at sea to private entities: e.g.in the context of piracy off Somalia (private armed guards); for fisheries purposes, States like Sierra Leone, Ecuador, Gabon employ NGOs vessels (Southern Cross Security or Sea Shepherds Conservation Society); EU Agencies (EFCA and FRONTEX).

•Superposition/Interaction of legal regimes and actors: what challenges for international law?]

•-Due Authorization

•-Identifiability

•-Applicable legal framework

•-Questions of international responsibility

•Tentative Conclusion: General International Law offers the legal background against which to assess the legality of this delegation

•Further research to take place in the context of EU Maritime Security post-2020 (EUMARSEC)-3 years project (2021-2014) at the Athens PIL Center, funded by Hellenic Foundation for Research & Innovation.
