Introduction
•States and International Organisations(EU) are increasingly delegating policing at sea to private entities: e.g.in the context of piracy off Somalia (private armed guards); for fisheries purposes, States like Sierra Leone, Ecuador, Gabon employ NGOs vessels (Southern Cross Security or Sea Shepherds Conservation Society); EU Agencies (EFCA and FRONTEX).
•Superposition/Interaction of legal regimes and actors: what challenges for international law?]
